RADIANT CEILING HEAT

When temps are 15-20 degrees, is it more COST efficient to run a heat pump or radiant electric ceiling heat?

In my experience, which was about 15 years ago now, heat pumps were efficient down to around zero degrees. When the temperature was that low, they just seem to run constantly with the backup strips coming on to kick the temperature back up.
